Draft Construction Management Plan Consultation

Overview

DOMVS London is bringing forward plans to transform a private, long-term derelict, uninhabitable residential site at 52 Avenue Road.

The development of the site will entail the construction of 12 new family homes finished in a beautiful, classical architectural style, associated landscaping improvements and a health and wellness facility for residents.

The development will positively contribute to the street scene, alongside the aesthetics and character of the Elsworthy Conservation Area, by removing the current vacant building with unmaintained landscaping that serves as a magnet for anti-social behaviour. The new development will instead provide well screened, high-quality, low-rise homes that are in keeping with the surrounding built environment.

The development will provide for infrastructure improvements locally through a considerable Community Infrastructure Levy (CIL) contribution. Off-site affordable housing provision is also attached to the scheme, further adding to its positive social impact.

The development was approved by Camden Council in November 2022.

Detailed Plans

The development will deliver:

  • Twelve family homes, separated into three terraces, comprising lower ground, ground, first and second floors, finished in classical architectural style
  • Shared health and wellness facilities including a lounge, gymnasium and spa/pool
  • A highly sustainable zero-carbon development designed around Passivhaus principles
  • Exemplar green landscaping including green ‘eco’ roofs

Construction Management

Now that the scheme has received consent, we have begun to prepare for the upcoming schedule of construction works.

In anticipation, we have produced a draft Construction Management Plan which will govern our construction practices and procedures, including working hours, construction vehicle routes, expected vehicle movements and how the site will be managed. It also includes contact details for any queries and details how the local community will be kept informed of activity and progress.

We held an initial round of public consultation on our draft Construction Management Plan over a two-week period in June. Based on the feedback we received from residents, we have made revisions to our Construction Management Plan.

We are now consulting on our revised Construction Management Plan.

The changes which have been to the Construction Management Plan are as follows:

  • Noise management: Noise monitoring report to be included in contractor letter drops and displayed on site hoarding. Please see Appendix G of the CMP for an example report.
  • Dust management: Dust monitoring report to be included in contractor letter drops and displayed on site hoarding. Please see Appendix G of the CMP for an example report.
  • Maintenance of green corridor on Elsworthy Road: Please see Appendix H of the CMP for greenspace protection detail.
  • Gate 1 usage: Please see Appendix I of the CMP for blown up Elsworthy Road gate detail.
  • Vehicles waiting on Elsworthy Road: Section 18 traffic routing updated to confirm no waiting on Elsworthy Road.
  • Traffic management: Section 18 traffic routing updated to stipulate presence of traffic marshalls and outline role of logistics manager in planning and managing site deliveries.

We are now inviting local residents to provide their comments on the plan, which you can do using the feedback form below.

We will also be holding a virtual meeting at 6pm on Thursday 13 July, where the changes we have made to our plan will be detailed at length. Please follow this link to access the meeting.

Next steps

Upon conclusion of this consultation Camden Council will review the feedback we have received and our revised Construction Management Plan before they either approve our plan or request that we make further changes.
